Importing solar from Indonesia works the same way as any other corridor: you confirm the product's HSN code, pay the duty that applies to it, prove the goods are certified, and file consistent shipping documents at customs. Your landed cost is the factory price plus customs duty, plus freight and insurance, not the quoted price alone. Indonesia is worth comparing when Chinese duty is high, but the only honest comparison is landed cost for your exact product, checked against the duty notification in force on the day you ship.
”- Landed cost, not factory price, decides whether Indonesia is cheaper.
- Get the HSN code right first, modules, cells and inverters are classified differently.
- Certification follows your project, not the country you buy from.
- The certificate of origin can change how duty is applied, so keep it accurate.
- Compare Indonesia against China and Vietnam on the same spec before deciding.
What you actually pay
The price an Indonesian supplier quotes is the factory-gate price. It is not what the shipment costs you. Your real number, the landed cost, adds:
- Customs duty, calculated on the assessed value under your product's HSN code.
- Applicable cesses and IGST on the landed value.
- Freight and insurance for the route.
- Clearance and handling costs at the port.
Anti-dumping duty can also apply to particular products and origins for a set period. Because that changes by notification, treat any figure you read as a guide, not a rate. For how the whole duty stack is built, see import duty on solar panels from China to India.
Please note: duty rates and anti-dumping measures are set by government notification, are product and origin specific, and change over time. Confirm the current rate for your exact HSN code with your customs broker before you commit.
Get the classification right first
Everything else follows the HSN code. Solar modules, solar cells and inverters each sit under different classifications and attract different duty. Assuming one rate covers all of them is the most common and most expensive mistake on any corridor.
Confirm the correct code for exactly what you are buying, whether that is modules, cells or inverters, before the goods ship. A wrong code means reassessment, a duty dispute, and delay. The same trap is explained in detail in how to import solar cells from Thailand to India.
Certification travels with your project
Buying from Indonesia does not change what your project needs. Certification requirements follow the project, not the country of origin:
- ALMM listing for modules on government-linked and scheme projects, see is ALMM mandatory.
- MNRE approval for inverters on those projects, see MNRE approval explained.
- IEC testing and BIS registration for the exact model.
Check the certificate names the precise model you are ordering, not a similar one. A mismatch can stop the shipment, see can non-compliant solar be rejected at customs.
The documents customs needs
| Document | What it must match |
|---|---|
| Commercial invoice | Value and description, matching the packing list |
| Packing list | Quantities, reconciling with the invoice |
| Bill of lading | The shipment itself |
| Certificate of origin | Origin, which can affect duty treatment |
| Test certificates | The exact model shipped |
Customs clearance is a paperwork process. When these documents disagree with each other, the container waits and demurrage runs. The full sequence is in the customs clearance process for solar imports.
Is Indonesia worth it, and how to fund it
Indonesia becomes interesting when duty on other corridors is high. But the ranking flips by product and by notification, so compare it directly against China and Vietnam on identical specifications. The method is in is it cheaper to import from Vietnam or China.
The quickest way is to post one RFQ and let verified suppliers across every corridor quote the same spec, so landed costs line up side by side. Then fund it: Trade Finance and LC pays the Indonesian supplier safely and can lock your INR rate, and PO Finance covers up to 100% of the order. Corridor detail sits on the Indonesia guide.
